The question should be raised.... how does one
community strive and prosper, while the one next
    door
have to result to outsourcing to save money?

This was a ploy to promote contracting and an easy
    way
out of dealing with a problem chief..... or
employees... that the mayor failed to admin
properly... yes mayor... the top dog...

blah blah blah.... point is in the end... the city is now
bound by a contract...and if the village is smart...
they will start their own fire department again and/or
join with the city of D and get out form under the
    mess of the city....

Right a ploy, because the Mayor and all his good cop hating old boys have so much pull with the NY Times.

What community next door is striving and prospering?

Other comment reaction - the city might be better off without the contract arrangement with the village. The village is charged based on service provided. Can't see any real loss to the city if revenue equals expense. It would eliminate all the rancor various village folks have levied at the city. If they can find equal coverage elsewhere - then go for it.

    Wow. Reporter says

Funds for the merger study just about gone? Lets just continue to throw money at it. Heck we have been doing this since the late 60's.

How much have we spent over the last 40+ years?
    My tax dollars at work.

Let's pray the Village of Pewaukee Trustees will give all Pewaukee residents (vilage AND city) a chance to finally vote on this issue ONCE AND FOR ALL.

Bauman AND OTHERS - are you at all in touch with Village voters? Why don't you trust them with a vote? Evers & Knutson - you're ON THE MERGER COMMITTEE. You are part of the massive and lengthy process. How can you not be able to at least tell your board why the proposal was brought forward as is. Nope - couldn't do it (did you even try?) so back to the Merger Committee (WHICH YOU ARE ON)) FOR MORE TALK AND COST.

SUD big sticking point apparently or is it a red herring as it has been surmised ... Most trustees seem to believe village residents are willing to give up a $1.66 per $1000 TAX CUT because they feel hurt that only they would be paying a $.33 SUD amount. HELLO! That's because only you get the services - particularly leaf and brush pick-up the SUD is designed to pay for. If you live in the city and want leaf-pickup YOU HAVE TO SET IT UP YOURSELF AND PAY FOR IT!

Trustees - quit stalling and VOTE! One way or the other - stand up. DO YOUR JOB!

I agree. get it to a vote. The one thing I don't agree with is that this would be once and for all. I've been around here to long. Trust me when I say, if it doesn't pass, then a few years from now someone will come up with the same idea of merging and think it is a great thing to do again.

    History always repeats itself.

That's only because a good idea forty years ago is still a good idea today. Just think if this went through last time, we wouldn't have had to build two huge village/city halls.

Rumor had it that Positively "City of" pisswaukee
contracted the county to police their little beach party
    downtown in the VILLAGE????????

last I checked the village has a police department?
one would think Positively Pewaukee would work with
PEWAUKEE........ shouldn't the county be down in
Eagle doing what county taxpayers are paying them
to do rather than sucking private jobs on their off
    time???

If they have time for cutting in on the local police
officers work then we should cut the county budget
right quick..... since last I checked townships are
having to PAY EXTRA to get patrolled.....

"lots of brown just standing around"

Why wouldn't you want your local police officers
policing???? ohh thats right... "Positively Pisswaukee"
is in the back pocket of the CITY......

    Dear Village,

Please review permits for anything the PP wants in
the future, the music has sucked on Wednesday's
anyway.........have them go promote the TOWN of
pewaukee..... time we move forward without them...

Apparently the sheriff discounts the importance of
local municipal employee..... hopefully this will be
reflected in the soon to be election...

Authored by: Anonymous on Sunday, June 27 2010 @ 09:23 PM CDT

Verfiying with my sources, the reason PP had the rent-a-cops is for money reasons. Since the budget crunch, us Village taxpayers can't subsidize non-government hobby events anymore, no matter how beneficial to our area. Heck, nobody pays to assist me with my hobbies, so why should I involuntarily assist others with theirs? Having the event organizers pay for their security is just another cost of doing business..it goes in the price. I'm sure have having the VPPD do the work rather than shade treeers who mite work for cash, would have been alot more $$. Can't blame anyone for keeping costs down..we have to keep taxes down too.

In an effort to increase our Village revenue and have users pay for their services, its time that we start charging for use of the bathrooms on the lake front. A check of Village records tell us that users are flushing to the tune of over 50,000 gal of water and sewage each year. Its time we start to recover these costs as I can't poop for free at my house. Think about it..I have to pay for my poop and also pay for visitors poop. Maybe we should all go down there during the day and use the village facilities and then only have to pay once instead of twice plus get free TP!

Lastly, IMO, this merger thing is dead. We had a chance to put an advisory merger question on the April ballot ( for next to no cost ) but our tin soldiers were against it. There would have been little question to where the electorate wants to go with this issue. Nine out of 10 people I have talked to are against merger..well, maybe its just the company I keep.

I think that some of the issues that are sinking it are:

Another taxing plan ( think Miller Park ) that will never go away and only increase in the amount of money being extracted.

Give away hard earned money that is supposed to go for water/sewer repairs. When repairs are needed, who is going to pay twice?

    No representation, just taxation.

A bloated City gov't that's in disarray when our little Village ( while not perfect ) seems to be going along without alot of problems.

Like most sales jobs, revenue overstated and taxes/expenses understated..later it always "a mistake was made, to bad so sad." Ya right.

We could have been saving money ( hundreds of thousands ) pulling the hook on this concept earlier by not wasting hard earned $$$ on lobbyists, overpriced web pages, lawyers, consultants, engineers, accountants and the like. Is it a clue when our own State reps don't get fired up? Maybe this should have started out by seeing if people were interested in this concept before spending money, not at the end. As much as I have followed this issue, it seems that the public has been negative from the get go.

Andy very well stated. As just a guy who works late I
guess i never looked at it as a cost saving measure
on behalf of the village.... not something you see
everyday from a community....... maintain local
services and charge out the extras if people want
    them....

And to that point....here we see the CITY pushing
utility districts on the taxpayers...and go figure it is
within a few months AFTER scottypoo got re-
elected...if this was such a grand idea why didn't he
    run on the platform....

truth is....the CITY tax rate...all inclusive would be
equal to or more than the village if you include all of
scotty's hullabaloo... and now that they cut and cut
and cut to try and be the top dog...they have to
    make up for it....

so watch that great rate fall blunder to special "I
    wanna merge" interest.... fools..just fools....

how about this.... Mayor Klein, his boys, and the
County said we would save approx 1 mil in
contracting police services, yet my city taxes did not
move...... I say we apply the million they claimed we
saved and simply apply it to the 1 mil in revenue the
proposed utility dist. would create and my bill should
    stay the same.......

If not it goes to show the farce of Klein and his old
    school hick followers....

    WE ARE NOT A TOWN.....

Sure puts a different light on the merger and why the city wants it so bad. Your right. If they are saving a million on police services just take that savings and apply it.

Well Klien is safe for 4 years. Sure didn't want to bring up the added storm sewer tax before the election. Simple politics. Lets show the public how bad our police department was by calling the news papers with inaccurate information to report so it looks like he accomplished something and saved us from all this terrible stuff supposedly going on. Now that the election is over lets talk taxes and fees.

The problem here is people will forget these discussions 4 years from now.

My tax bill has not moved one bit. From what I'm hearing is the city is in trouble again with the budget and 2011 will be worse. I would say my tax bill is not going to move again and the city will look at cutting someone else.

    Time will tell.

I do know one thing. Since the police department has been gone I haven't seen an officer around. I used to speak with them regularly as they drove through the neighborhood. They always kept me updated on things in the area. Now I pay the same for less and don't know what is going on in my community when it comes to crime or other issues.

We should of stayed a town and we wouldn't have to pay for police services. The sheriff would of had to cover it for free.

Can we go back. We think and act like a town anyway.

CITY WINS COURT OF APPEALS CASE - (page 10 in lake Country Reporter ... )

The State Court of Appeals has ruled the city followed state statute when deciding to save taxpayers a lot of money and maintain (or improve) public safety by contracting with the county.

THOSE WHO WILL STILL MAINTAIN THAT SO MANY JUDGES AND OTHERS ARE WRONG -- please let this isue go. THOUSANDS AND THOUSANDS OF DOLLARS IN CITIZEN TAX DOLLARS have been spent defending the city's decision to contract police services.

Continuing this huge taxpayer money drain is probably out of our control however. The state police union will probably continue to waste your tax dollars and further appeal to the State Supreme Court. If they do the city has no alternative but to participate. They (the state union) no doubt have very deep pockets - as a small city of about 12,000 residents we do not. What a catastopic waste of our valuable resources!

To those city rersidents that started this process - thank you for spending my money. I hope whatever self-interests you were trying to protect made it worth it to you too. The only small consolation I'm feeling is that your tax dollars were wasted too.

    Pewaukee Makes the NY Times

About the same amount of waste over the many years of merger.

    Pewaukee Makes the NY Times
Authored by: Anonymous on Thursday, July 15 2010 @ 09:41 PM CDT

Agree -- too much wasted merger money. But if Kathy Baumann and apparently Calder and Evert have their way, once again all of the Pewaukee area residents will be denied any RIGHT TO VOTE! And then down the road we can throw money tax dollars down the rabbit hole!

Village residents - do you really want to lose your opportunity to vote, and the potential to save a NET amount of $1.66 per thousand in property taxes? This mess will never be resolved until it gets to a vote. If voted down - fine! But either way, LET US VOTE. Call Baumann and friends - tell them you want your day at the voting booth.

You could have taken the pulse of the electorate with a no cost advisory vote at the April and Sept elections, but we have too many people that are too smart for that simple proceedure. You would certainly have an indication of which way to go, either forward or quit. Lets waste more $$$$ and drag this out even further.

For zero additional dollars, IF Baumann et al vote yes, it will be on the fall ballot at the same cost it would have been to do an "advisory" and the results will be FINAL ... if some of your village great leaders would lead instead of dictate. If I were you, I'd encourage your trustees to step aside and quit treating you all like children who aren't smart or mature enough to speak for yourselves.

You always seemsa to know everything - and take non-stop jabs at the city. How 'bout putting some of your energy and wit to work in your own backyard.

I have been hearing for months that Kathy Baumann's husband is an employee of the Village Public Works Dept. Anyone know if this is true?

If it is, she should not be voting or discussing the merger at all. There is a definate conflict of interest there. She stands to lose her husband's income, health insurance and retirement benefits. That's quite a good reason to say she will never vote in favor of even letting people vote on it.

The few hundred she would gain in a tax break pales in comparison to what she stands to lose.

    Pewaukee Makes the NY Times
Authored by: Anonymous on Saturday, July 17 2010 @ 08:15 PM CDT

Great little spin here. Why would she lose her husband's income? Would the new combined city of Pewaukee not need a DPW? Are you suggesting that there is some under the table agreement in place to eliminate the DPW and contract the work to the county? I have no idea if she A) has a husband B) he may work for the village - but I am curious on what your spin is?

    Pewaukee Makes the NY Times
Authored by: Anonymous on Sunday, July 18 2010 @ 01:59 AM CDT

The City also has a DPW department so it is one probable place to eliminate /combine the staff. If her husband does work there she has seriously violated basic ethical standards by not recusing herself from the discussions and intending to vote. But most upsetting is to hear about this scenario on a blog and not from Baumann in an open Board Meeting. If she does consider it a non-ethical situation, her constituents seem to deserve an explanation as to how she came to that conclusion.

    Pewaukee Makes the NY Times
Authored by: Anonymous on Monday, July 19 2010 @ 10:53 PM CDT

Village Trustee Cathy Bauman's husband DOES work for the village in a department that could easily face a downsizing if the merger goes through.

IF SHE HAD ANY ETHICS WHATSOEVER, she would recuse herself from any vote related to the merger - including the SUD issue. Since she has been so actively vocal - including calling the proposed ordinance "crappy" and one she will NOT vote for while maintaining (snicker) that she wants Village residents to vote on the merger issue, she clearly has no intention to act in an ethical manner. State ethics statutes clearly show her actions are violations.

Why doesn't any other village board member challenge her? Why doesn't the board President! Where is the citizen outrage on having her stop their right to be hear in a referendum? Wow.

You're always pretty quick to tell everyone how dumb they are and how smart you are. How about going to tonight's Village meeting and actually trying to make a difference instead of just making shots. Confront your trustee on her ethical conflict, request she recuse herself. Seriously - make a difference or cut back on the slams.

    A response is requested.

Unfortunately I was out of town on Tues. Perhaps you should have made your suggestion before 4pm on Tues.

I have no problem with Ms Baumann voting on this. For you info, her husband was worked for our Village since the 70's, IIRC. Just because we mite merge, doesn't mean that our DPW workers will lose their jobs unless we are going into the low/no maintenace model of things or you have some inside info that hasn't been made public. Since our plow trucks don't drive themselves as well as have non attended labor intensive functions being performed, we need trained people to do said work. IMO, no DPW workers are going to lose their jobs if merger happens.

You know, I call 'em as I see 'em. I don't hide behind a keyboard throwing out comments. Therefore I can't take this stuff here too seriously when there are a bunch of cowards who like to make alot of noise like rocks in a box and not have any original ideas or thoughts based on past experiences.

So, in the "don't accuse me of not wanting to let my constituents vote while doing just that" category, the Village Board destroyed the needed merger ordinance and then sent it back to the city for them to vote on it. Since the neutered bill would produce a TAX HIKE for city rresidents while granting an even larger tax cut for village residents the likelihood of passage is almost non-existent.

I guess now if or when the City Council votes it down, the Village Board trustees/members can point to city aldermen and say the latest merger talks died because of the city. Me - I want to get to vote. Maybe city leaders will still let it go forward knowing it's a sure NO from city residents. Major benefit to city residents if that does happen - we can put future merger talks and all the money we've spent on them - to rest!

Village folks - you may not believe it but YOU are the BIG LOSERS in all of this.

The entire county picked up the tab and still picks up the tab for that contract in Pewaukee! I don't like it at all. I don't live in Pewaukee but am still paying for their service.
Not right. Not right at all.
    Election time is coming.

    That is just ridiculus.

Maybe that reason that this board is dead is that it is dominated by comments such as these, unreasoned and full of bile.

The fact is that the city is paying their full load for the current police coverage. For those of you who still seem unable to comprehend basic accounting and budgeting the areas of savings are clear and specific - the taxpayers are no longer paying for THREE full-time detectives and ONE full-time officer to conduct investigations - all working the Monday-Friday daytime shift. Now ONE versus FOUR. We are no longer paying for a VERY top heavy command staff, and most importantly - are not paying for administrative services that the sheriff's department was already doing that we had independently been doing ourselves. If anything, the argument could be made that since Pewaukee Cuty residents also pay county taxes that we are paying more than our share from the duplication standpoint. For those of you refusing to let the matter rest, you're only making yourselves miserable. The VAST majority of residents moved on many months ago.
